Although several discussions have taken place centring on reaching a consensus for the July Charter, differences in some "ideologically" and "historically" significant statements have prolonged the process, Information Adviser Mahfuj Alam said on Tuesday.
In a Facebook post, Mahfuj also urged all the political parties to reach a consensus by 5 August.
"I hope everyone will make concessions [many of the students' statements have already been negotiated] to allow the student-led anti-discrimination movement and the uprising of students and people to receive due political and state recognition."
He said the July Declaration would soon become a reality and the July student-people's uprising will finally receive political and state recognition.
In an addendum, he said, "Although we have been open to recognising all important chapters in Bangladesh's political history, regardless of party or ideology, there has been an attempt to exclude the rightful recognition of the July student-people's uprising. This rightful recognition will be appropriately ensured in the July Declaration."
