The National Consensus Commission has sent the final draft of the July National Charter 2025 to the political parties that participated in the consensus talks.
The parties will review the 27-page charter and give their feedback to the commission.
The charter states that 31 parties and alliances agree on making equality, human dignity, social justice, democracy, religious freedom and harmony the fundamental principles in the Constitution.
These parties also agree to expand the list of fundamental rights of citizens in the Constitution.
Besides, 33 parties and alliances agree that the Constitution will recognise that Bangladesh is a multi-ethnic, multi religious, multi-linguistic and multi-cultural country where co-existence and due respect will be ensured for all.
Twenty-five parties and alliances agree that an individual can serve as the prime minister for no longer than 10 years. However, the BNP and like-minded parties submitted notes of dissent on the matter.
On state language, citizenship and constitution, there are six points on which majority consensus have been reached.
These include recognition of Bangla as the state language and the other mother tongues as the prevailing languages of the country.
The citizens will be called Bangladeshis in the Constitution, states the draft charter.
To amend the Constitution, support of two-thirds of both of the lower and upper houses of parliament will be required, it added.
However, to amend the Constitution's articles 8, 48, 56, 142 and on the caretaker govt system, referendum will be required.
Political parties participated in the consensus talks in two phases.
Commission members say most of the political parties reached consensus on around 70 out of 84 issues. On some of the 70 points, one or more parties submitted notes of dissent.
Regarding the matters on which majority consensus has not been reached, further dialogues may be needed, they add.
